Bull and Schwarz Digits Sign an MoU to Build a Franco-German Sovereign AI Cloud on STACKIT

Bull, the French supercomputing and AI specialist, and Schwarz Digits, the IT and digital arm of the Schwarz Group that owns Lidl, have signed a memorandum of understanding to build a European AI and cloud ecosystem, the companies announced from Paris and Berlin on November 3. Le Monde Informatique and IT Social both reported on the deal, which aims to let organisations in regulated and strategic sectors keep sensitive data, infrastructure and operations under European jurisdiction.

Schwarz Digits brings STACKIT, its sovereign cloud platform, while Bull contributes its AI and high-performance computing expertise. Bull plans to list its BullSequana AI platform on the STACKIT marketplace so that companies and public bodies can reach AI software developed under European law. According to Bull, the servers would draw on its factory in Angers for rack-scale AI production and on its experience with warm-water direct liquid cooling. The partners also intend to design servers to Open Compute Project standards, integrate SAP RISE, work together on large HPC projects and explore quantum computing. Bernie Wagner, chief revenue officer of Schwarz Digits, said European organisations in strategic sectors cannot afford to choose between performance and data sovereignty.

The agreement is preliminary. IT Social pointed out that it sets no timetable, volumes or named customers, that the Angers manufacturing role is written in the conditional, and that no financial terms were disclosed. The outlet also noted that STACKIT is not exclusive to Bull: Schwarz Digits signed with Fujitsu and Fsas Technologies on October 22, and STACKIT has been resold by Atos, Bull’s former parent, since September 3. Bull has been owned by the French state since the spring.

What it means in practice

For French buyers, the deal adds another sovereign option to a crowded field that includes domestic players such as OVHcloud, which is preparing its first open-source LLM. It also continues Bull’s push to place its hardware in European AI projects, after it joined the Czech AI gigafactory bid under a France–Czech pact. IT Social raised a question the announcement leaves open: which security qualification a joint offer would rely on to win French public-sector contracts.

What to watch is whether the memorandum turns into a binding contract, when BullSequana AI actually appears on STACKIT, and whether STACKIT capacity is eventually hosted in France.
